Basis: RA 10963 (TRAIN Law), RA 11534 (CREATE Act), RA 11976 (EOPT Act), NIRC Sec. 24, 27, 34, 109, 116, 248, 249. RMO 7-2015 and RR 6-2024 for compromise penalties. Rates effective 2023. Graduated rates: 0% to ₱250k; 15% over ₱250k; ₱22,500 + 20% over ₱400k; ₱102,500 + 25% over ₱800k; ₱402,500 + 30% over ₱2M; ₱2,202,500 + 35% over ₱8M. Corporate: 25% RCIT, 20% if net income ≤ ₱5M and assets ≤ ₱100M. MCIT: 2% of gross income (gross sales less COGS/direct costs), 4th year onward. Percentage tax: 3%. VAT: 12%. Late filing: 25% surcharge + 12% per annum interest + compromise penalty. Micro and small taxpayers may qualify for 50% reduction on compromise penalties under RR 6-2024.
